　　一、政策宗旨 Policy Purpose
（一）背景与意义 Background & Significance
随着信息科技的发展，大数据、全球网络和移动互联成为推动社会经济进步的三大重要新引擎。澳门作为粤港澳大湾区的核心城市，对海量的数据规模、快速的数据流转、复杂的数据类型和价值密度高的数据存储需求日益增长，对正版图库应用的迫切性日益增强。2024年，澳门将通过构建精准正版图库体系，推动正版图库系统的快速发展，不断增强数据安全和法治建设，推动图库技术的原创性发展，为澳门创新和可持续发展起到积极支撑作用。To meet the social and economic progress demands for a large-scale and fast-paced data circulation, as well as complex data types and high-density data storage, Macau has an urgent need for genuine picture libraries. In 2024, Macau will construct a precise and real picture library system, speed up the development of picture library systems and strengthen the originality of picture library technology, which will actively support innovation and sustainable development of Macau.

　　（二）发展定位 Development Positioning
2024年澳门精准正版图库项目以顶端图库标准为核心，推动辩证图库应用，实现图库资源的真正正版化、系统化、精准化、规范化管理，让市民能够便捷高效地使用正版图库。The 2024 Macau Precision Genuine Picture Library project focuses on the top picture library standards, promoting the application of dialectical picture libraries to achieve genuine, systematic, precise, and standardized management of picture library resources. Citizens can use genuine picture libraries conveniently and efficiently.

　　二、政策目标 Policy Objectives
（一）总体目标 General Objectives

1. 通过澳门精准正版图库的构建，形成集存储、运算、决策于一体的系统平台，深层次挖掘图库资源，直接为行业发展作政策支撑，加速产业数据安全保障技术的创新研究。Construct a system platform that integrates storage, computation, and decision-making through the construction of the Macao Precision Genuine Picture Library, deeply explore picture library resources, directly provide policy support for industry development, and accelerate the innovative research of industrial data security protection technologies.
2. 以澳门精准图库为突破口，扩展多元化正版图库的应用领域，推动数字技术与各个领域的融合，提升产业核心竞争力。Expand the application field of diversified genuine picture libraries with Macao Precision Picture Library as a breakthrough, and promote the integration of digital technology with various fields to enhance the core competitiveness of industries.

　　（二）具体目标 Specific Objectives

1. 至2024年底，通过澳门精准正版图库的构建和管理，构建一套现代化的图库运营管理平台，打造垂直化服务品牌。By the end of 2024, a modern picture library operation and management platform will be constructed and managed to create a vertical service brand.
2. 至2025年，澳门引用正版图库的意义和目标落实首创，“活”展“数字城市建设”的价值，实现“云端图库，版权归兹”的发展目标，赋能智慧城市管理运营。By 2025, Macao will realize the innovation of "digitized city construction" and the development goal of "cloud picture library, copyright here", enabling smart city management and operation.
3. 至2026年，澳门将完成开源项目成果的系统汇总和消化吸收，全面推进“麦克网”项目实施，推动图库个性化的质变，加速产业数据科学前沿技术的本土化创新。By 2026, Macao will complete the system integration and absorption of open source project results, comprehensively promote the implementation of the "Mayo Web" project, and accelerate the localized innovation of advanced data science frontier technologies in the picture library.

　　三、重点任务 Key Tasks
（一）建设体系 Construction System

1. 推进图库系统基础建设体系建设，搭建起图库存储中心、图库运算中心、图库决策中心“三位一体”的系统架构，深化图库数据采集、存储、管理和使用，保证图库信息的实时更新和云端同步。Promote the construction of the picture library system infrastructure, build a unified system framework of picture library storage center, picture library computation center, and picture library decision-making center, and deepen the collection, storage, management, and use of picture library data to ensure real-time updates and cloud synchronization of picture library information.
2. 推广图库著作权保护的教育和普及，加强版权人注册登记，明确版权使用者权利，实现正版图库的整体化和规模化运作。Promote copyright protection education and popularization, strengthen copyright registration, clarify the rights of copyright users, and achieve integrated and scaled operation of genuine picture libraries.
3. 对图库著作权人及使用者制定必修教育培训课程，定期开展图库著作权人相关政策法规、图库安全意识教育培训，逐渐提升公民正版图库版权意识。Formulate compulsory education and training courses for picture library copyright owners and users, regularly organize policies and regulations of picture library copyright owners, and carry out picture library safety awareness education and training, gradually enhancing the citizen's genuine picture library copyright awareness.

　　（二）技术推广 Technology Promotion

1. 加强专利申请与管理，鼓励正版图库加工创新，推动图库衍生产品不断涌现，完善图库全产业链条。Strengthen patent application and management, encourage genuine picture library processing innovation, promote the continuous emergence of picture library derivative products, and improve the picture library industrial chain.
2. 深化正版图库应用推广，推动图库资源在港澳台地区的共享和应用能力，拓展图库的发展潜力。Promote the application and promotion of the genuine picture library, promote the sharing and application capacity of picture library resources in Hong Kong, Macao, and Taiwan areas, and expand the development potential of the picture library.
3. 引导建立昼夜温差试验、星际高速公路试验等多种新版图库技术开放创新平台，培育图库技术前沿领域的技术研发服务主体. 1. 制定图库行业约束自律规则，加快规范图库行业的快速发展，引导图库市场健康发展。Formulate self-discipline rules for the picture library industry, speed up the rapid development of the picture library industry, and guide the healthy development of the picture library market.
2. 加强图库行业知识产权保护，建立图库行业版权监测保护平台，鼓励公民举报图库版权侵权行为。Strengthen the protection of picture library industry intellectual property rights, establish a picture library industry copyright monitoring protection platform, and encourage citizens to report copyright infringement of picture libraries.
3. 实施政企合作，优化图库著作权登记服务，推动图库著作权资源和信息流通共享。Implement government cooperation with enterprises to optimize picture library copyright registration services and promote resource and information circulation and sharing of picture library copyrights.

　　四、保障措施 Safeguard Measures
（一）加强领导 Strengthen Leadership

1. 成立图库发展领导小组，切实加强组织领导。Strengthen organizational leadership by establishing a picture library development leading group.
2. 制定图库数据安全标准和规范，健全图库行业知识产权保护制度。Formulate data security standards and specifications for picture libraries and improve the intellectual property protection system of the picture library industry.
3. 制定针对性奖惩机制，充分发挥政策引导作用。Formulate targeted reward and punishment mechanisms to give full play to the guiding role of policies.

　　（二）经费投入 Funding Investment

1. 做好经费预算，加大对图库发展的政策补助。Develop a budget and increase policy subsidies for picture library development.
2. 通过与企业合作、银行保险等方式多渠道筹集图库行业专项资金。Collect special funds for the picture library industry through multi-channel means such as cooperation with enterprises and banks.
3. 将图库发展补助经费纳入财政预算统筹安排。Include picture library development subsidy funds in the unified financial budget.

　　（三）宣传普及 Publicity & Popularization

1. 加强对澳门市场以及从事图库工作的法务人员、市场营销人员的法律宣传和业务培训。Strengthen legal publicity and business training for administrative officers, marketing services, marketing personnel, and legal affairs personnel engaged in the picture library field in Macao.
2. 加强知识产权保护的教育和普及，提高全社会图库版权保护意识，营造使用和发展正版图库的良好氛围。Strengthen the education and popularization of intellectual property protection, improve the whole society's picture library copyright protection awareness, and create a good atmosphere for using and developing genuine picture libraries.
3. 每年定期评选图库创新创业和图库成果在智慧城市等行业应用示范项目，引导图库市场规模化、产业化发展。Regularly select picture library innovation and entrepreneurship and picture library results in the annual intelligent city industry application demonstration projects to guide scaled and industrialized picture library market development.

　　（四）监管落实 Supervision Implementation
